Barcelona plans to phase out tourist apartment rentals by November 2028

Barcelona plans to stop renewing licenses for 10,101 tourist apartments by November 2028, effectively phasing out legal whole-apartment short-term rentals in ordinary residential buildings. Using Catalonia’s tourist-housing law, the city says the move is meant to ease housing pressure, while hotels, hostels, guesthouses and other regulated accommodations remain available.
